Scooters that come with an engine capacity lower than 50cc do not need a Digital or Physical Certificate of Property, are not registered in the P.A.R. (Public Automobile Register) and are accompanied, after the introduction of the Personal License Plate in 2012, by a Circulation Certificate which contains the owner’s personal data.
The Personal License Plate, signed on the Vehicle Circulation Certificate, cannot be autonomously shifted from one scooter to another without a specific request made by the account holder, and can be conducted only in cases of termination of circulation or if the aforementioned scooter is being sold.

Vehicle re-registration is a mandatory procedure that must be carried out in case of theft, loss, damage or destruction of your vehicle’s driving plate.
Theft, destruction or loss
In the case of theft, destruction or loss of one or both license plates, you must file a complaint to the competent authorities no later than 48 hours from the event. After filing the complaint, you may circulate freely using provisional plates for 15 days while waiting for your original plates to be eventually found. If the plates couldn’t be found, we will proceed with the re-registration paperwork at the MCTC (Italian Department of Motor Vehicles) and follow with the subscription Renewal to the P.A.R. (Public Automobile Register)

Every driving license must be renewed after it expires. The license expiration varies depending on the age of the holder:
After the DM 15 November 2013 came into force, all license renewals starting from January 2014 shall be electronically transmitted and also introduces the issuing of a new driver’s license that will be sent to the holder, or at the chosen office, in this case StevService.
In some particular cases, StevService will take care of the license renewal documents at the local medical commission that will confirm that the requirements for driving are completely met. At the end of the medical examination, a receipt will be issued to the license holder. This receipt will allow him, or her, to drive while waiting for his new license up to a maximum of 60 days.

Theft or Loss
In the case of theft or loss of the driver’s license, the owner of the very same license shall file an official complaint to the police and, if the archives confirm that it is possible to create a copy of the license, a temporary driving permit will be issued that will be valid until the delivery of the duplicate.

In case the driver’s license were so damaged that the holder’s data would not be recognizable, the owner of the driving license shall proceed with a license renewal by presenting the following documents:
Every Foreigner citizen residing in Italy that owns of a non-Italian driving license, has a valid driving permit with a foreigner driving license for 12 months starting from the moment in which Italian residence is obtained, issued with a certified translation of the driver’s license. As the 12 months expire, the owner must necessarily proceed with the License exchange or must obtain a brand new one.
Exchanging a EU driving license
The procedure can be requested by every owner of a driving license issued in a EU country or in the European Economic Area that has obtained a certified place of residence in Italy. All driving licenses issued by EU member or European Economic Area countries are equivalent to Italian driving licenses.
The holder of a EU driving license with expiration date as provided by EU rulings (art.7 paragraph 2 of directive 2006/126/CEE) may circulate regularly up to the expiration date.
At the end of its period of validity, foreign driving license exchange is mandatory at any DMV office. After the exchange, the foreign document will be retired and sent back to the issuing State. Exchange can be requested also before license expiration date.
In this case the driver obtains an Italian driving license with the very same expiration date of the foreign one or, if accompanied by a medical certificate of renewal, an Italian driving license with a new period of validity in accordance with Italian rulings on license expiration.
The holder of a EU driving license without an expiration date or with a longer expiration than that envisaged by EU rulings (art.7, paragraph 2 of directive 2006/126/CEE) must convert his foreign driving license after two years calculated from the moment in which a certified residence in Italy is obtained. This obligation also stands for anyone who, residing in Italy, must undergo a driving license review procedure. Any citizen holder of a driving license issued by a EU member state that obtains a residency in Italy must follow all the Italian provisions on license period of validity and medical check-up.

If the driving license has expired, you may present a conversion request by attaching a medical certificate and being aware that checking the ownership of the driving license may be necessary. A check on whether the license isn’t subject to any disciplinary order (suspended, retired or withdrawn) will also be conducted. If three years have passed since the license expiration, you must undergo a driving license renewal procedure. You cannot renew or exchange EU driving licenses obtained by conversion if the original document was issued by a Non-EU State with which no existing reciprocity condition, as foreseen by art. 136 of the Italian Traffic Code.

Non-EU driving license holders may drive vehicles, as permitted by the license, for up to a year starting from the moment in which Italian residency is obtained. After a year, to continue driving vehicles in Italy, driving license exchange procedure is mandatory. This will be possible if the State that issued the license has signed a reciprocity agreement with Italy.
